The short answer is No.
If you need circulation where there are no windows I say get one of those small corner fans that fit in the top corner of a door frame to move the upper, warmer air + an oscillating floor or desk fan to circulate the air in the middle. If that’s still not enough circulation you could also get a floor fan to move the air around at foot level.
It all depends on how much air you want to circulate over how big an area & what your budget is. Maybe you should just pay to have a window put in.
